"Running out of your shoes" as a metaphor running out ways to evade law and order.  When Marcos fell, Imelda abandoned thousands of pairs of shoes. The other lines had to do with recollections of 9/11 a year after, and the "sound of democracy" in New Orleans post-Katrina in 2005.
